<p>You may want to believe insurers are hot competitors and never  talk to each other. Except you would be wrong. There&#8217;s a steady flow of  information into two central databases. The bigger and more important is  called CLUE (Comprehensive Loss Underwriting Exchange) with the smaller  competitor called A-PLUS (the Automated Property Loss Underwriting  System run by Insurance Services Office Inc) which collect a broad range  of information about you and how you relate to insurance companies.  This is not just details of the claims you make. A range of factors are  combined to produce an insurance score. This parallels the work done to  create a credit score, and both scores are used by insurers to create a  risk profile for you and set insurance rates. So, for example, both  organizations record when you ask for clarification of your cover even  though this does not result in a claim. It even records whether you are  late in paying any of the premium installments. There&#8217;s also a positive  effort made to collect public information about you, e.g. whether you  are involved in litigation, have judgments against you, are subject to  foreclosure orders, and so on. If any of this information is incorrect,  it could mean you are only offered cover at high rates or you are  refused cover. Because of this, many states have passed laws to give you  basic rights. You will usually find your local rights set out on the  site run by your state&#8217;s Insurance Commissioner.</p>
<p>The CLUE reports are sold by LexisNexis and provide information about  all claims relating to your home or your vehicle. The key problem is  that, if the score is very low, it could cause your home address to be  blacklisted. While this might be an accurate assessment of your risk  profile, it would do a significant injustice to anyone later buying your  home. As an aside, all the information is stored for not less than five  years so insurers use your history of claims to assess the risk you  will file another.</p>
<p>The Gramm-Leach-Bliley Act is supposed to help you by requiring  insurers to tell you when they share your information with anyone else,  except CLUE reports are excluded from the Act. This brings us to the  Fair Credit Reporting Act (FCRA) which does apply equally to credit and  CLUE scoring. You have the right to ask LexisNexis and ISO Inc for one  free copy of your insurance report every year. If you find any  inaccuracies, you are entitled to have them corrected. If you feel the  response of either LexisNexis or ISO Inc is unsatisfactory, you can  insist a note is included in your file explaining your views.  Unfortunately, you have no right to opt out of this sharing arrangement.  Your insurers are entitled to continue sharing this information.</p>

It&#8217;s the Insurance Information Institute or III for short. Obviously it was a day when inspiration was lacking.</p>
<p>Anyway, this cleverly named organization has just issued a Pulse Survey in which the insurance industry discovered that slightly more than half the people who buy their policies think the amount of cover is based on the resale value of their property and not the cost of rebuilding it. Slightly more than one-third reported reducing the amount of cover because the value of their homes had fallen and their mortgages were now underwater. Forgive the confusion here. It would be reasonable to reduce cover if the household budget was so strained they could no longer afford the full premium rate. But this finding suggests many mortgagors may now be in breach of the terms of their mortgages. Why, you ask. Because all mortgages require the borrowers to carry an adequate amount of cover. In this case, the amount should cover the cost of rebuilding assuming the building was a total loss. If the borrower fails to put adequate cover in place, the lender can substitute its own policy and add the premium to the monthly payments. It&#8217;s just too bad if that makes the mortgage payments unaffordable. As far as the lender is concerned, it&#8217;s your fault for cutting down on the amount of cover.</p>
<p>Let&#8217;s say you avoid the lender discovering your reduction in the cover but you then have to make a claim. Now the shock is going to become very expensive. Because the cost of materials and the labor to rebuild has been rising while the resale price of the buildings have been falling, it&#8217;s quite common to discover the amount insured is not enough to pay for the rebuilding. Yes, you get some cover, but there are likely to be problems in the small print of the policies and the claims process is often difficult to get through. Insurers prefer to take your money and not pay out. The more difficult it is to make a profit, the more difficult it is to get full value on a claim. So it&#8217;s better to pay a little more. This buys better terms in the policy and a more sympathetic welcome when you make a claim. That said, how do you get the most affordable rates?</p>
<p>It all starts with your own safety record. If you&#8217;re involved in multiple accidents and claim large sums of money, the insurer will either hike the rates or refuse further cover. The same applies if you&#8217;re suddenly caught for some more serious moving violations. In some states, picking up any ticket entitles the insurer to surcharge, i.e. add an extra fee for continuing the insurance. With convictions for driving while intoxicated or under the influence, you instantly become a high-risk driver. Some makes and models have better safety records and lower rates. Because there are no national insurers, it&#8217;s actually quite difficult to compare state with state. But the overall picture is that, without there being much competition in each state, some states can have an average premium rate $1,000 more than the cheapest states. When you ask experts why there should be such wide variations, the answers come in two basic flavors. The first focuses on the legal systems. Some of the most expensive states are no-fault, i.e. everyone must insure their own vehicles and provide adequate cover against medical expenses. Once you add in the mandatory personal injury cover, the total package is always going to cost more. The second reason is the persistent refusal of states to enforce laws relating to driving.</p>
<p>In all but three states, carrying a minimum amount of liability cover is mandatory yet, in many states up to 20% of all the drivers on the roads is driving uninsured. Let&#8217;s be straightforward about this. If everyone carried insurance, the cost of insurance for everyone would fall. As it is, the law-abiding have to pay more because the chances of being hit by someone uninsured or underinsured is increasingly high. It would be easy to link the computer records to allow the police agencies to check who owns a vehicle but is uninsured. If drivers believe they risk being caught, they are more likely to buy the insurance. Yet, when you listen to many local politicians, they resist allocating more money to the police. They say forcing people to buy insurance is like taxing poor drivers to be on the road.</p>
<p>But the number of drivers breaking the law is not restricted to the failure to insure. In a survey last year, more than four million adults admitted to driving while under the influence of drink or drugs. Curiously, one of the sources of information about the consequences of this admission is the Centers for Disease Control and Prevention. Its statistics show about one-third of all fatalities has one of the drivers with an excess of alcohol in their blood. In 2009, the CDC estimates more than 11,000 were killed by incapacitated drivers. Given the range of often quite serious penalties if caught, it&#8217;s revealing how many admit to driving while drunk. Most people believe they will avoid detection. In part, this is the confidence created by the alcohol, but it also reflects the number of police officers actually trying to catch drunk drivers. One the most common results of conviction for DWI/DUI offenses is the rise in the premium rates. In some states like Florida, the local laws increase the mandatory liability minimum as a precondition of being allowed to drive again. In other states, the insurers increase the rates on the basis that, with one conviction proving the driver a danger to other road users, trust has to be earned. This means paying higher premiums and not claiming for three or more years.</p>

Enforcing the law would make the roads safer for everyone and the premium rates would fall. <p>These are the days of political correctness where, on issues of gender, race, religion and other divisive issues, we are expected to remain civil and avoid anything that might stir up trouble. This actually makes life quite difficult because, if real change is going to be made, there must be an honest debate about the issues. So, for example, should men and women receive the same pay for the same work? This should not be controversial. If the employer benefits equally from the work done by both sexes, there&#8217;s no reason to reward one more than the other. Except there&#8217;s no transparency. Only a tiny percentage of employers make pay grades public, so it&#8217;s almost impossible to discover whether any group of individuals is being paid less than the average for that type of work. Now let&#8217;s turn the question around. Would you expect a man to be asked to pay more just because he&#8217;s a man?</p>
<p>It&#8217;s a statistical fact that women live longer than men, so let&#8217;s say a man and a woman of the same age ask for quotes to buy a life insurance policy with the same guaranteed death benefits. If the insurance companies base the quotes on the math, the man pays more because he will live for fewer years. There are two reasons for this. First, the man may not work for as long before ill-health forces retirement, i.e. the payments will stop. Second, as women live longer, there are more years for the investment of the payments to build up in value. So women can expect to pay less than men for the same product. Except this would be a positive discrimination on the basis of sex. Presumably that&#8217;s illegal.</p>
<p>Moving on to insuring drivers, it&#8217;s a statistical fact that women are safer drivers than men. They are more likely to obey the law and generally drive less recklessly. So even if they are involved in accidents, they are traveling more slowly and so there&#8217;s less injury to passengers and less damage to the vehicles. Because premium rates are based on the risk an insured will claim, women should pay less than men. Except, unless the insurance company offers a women-only policy, men and women are grouped together so there&#8217;s no problem in giving to same rates to individuals with the same safety records. The averages will simply show that women pay less than men.</p>
<p>Earlier this year, the European Court ordered the Member States to stop all discrimination. The Court&#8217;s reasoning is interesting. Insurance is about sharing the risk. That always means the good, the careful and the long-lived subsidize the rest. No one is quite sure how the insurance industry will react. Everyone is waiting to see what new laws are proposed. So here&#8217;s the question for you. How should American insurers set the <a href="http://www.insurcompanies.com/">auto insurance</a> rates? Should men and women automatically pay the same, or should women be rewarded because they drive more carefully and claim less often? Or perhaps that&#8217;s a false choice. Do you think women should pay more, i.e. be made to subsidize the bad male drivers? It is installed on all GM vehicles; new vehicles receive a free one-year subscription, and used vehicles receive a free 3-month subscription. This program has been integrated into two different mileage-based insurance programs.</p>
<p>GMAC&#8217;s Low-Mileage Discount</p>
<p>All GMAC customers who have a subscription to OnStar can enroll in this program, which is based entirely on mileage, for free.</p>
<p>Drive fewer than 15,000 miles per year and you will get a discount of at least 13% and up to 54% if you drive fewer than 2,500 miles per year.</p>

<p>State Farm&#8217;s Drive Safe and Save</p>

<p>Michigan&#8217;s system of insurance for motor vehicles has been either praised or decried for years, depending on how you feel about government involvement in insurance. While always among the highest average premiums in the country, Michigan also has the best-protected drivers of any state. Now, however, it looks set to change, as new legislation comes up for debate in Lansing&#8217;s legislative bodies.</p>
<p>Cars, Insurance, and Natural Disasters</p>
<p>Will there be a new system? If so, what will it be like?</p>
<p>The Current Law: Benefits and Problems</p>
<p>Currently, the state of Michigan is the only state in the US to require all drivers buy unlimited medical and rehabilitation benefit coverage if they want to drive legally. This means that, if someone is injured in a crash, the insurance company covers all of their medical needs up to a point, from where the state assumes responsibility.</p>
<p>The upside of this has been very few lawsuits compared to other states, as well as the obvious benefit that is people having their injuries covered. It also still means that, if you want unlimited injury protection, Michigan is the cheapest place to get it.</p>
<p>The downside is that everybody, no matter their financial background, has had to buy high-priced insurance. It is true that not everybody can afford to buy coverage like this in Michigan, the state with the worst unemployment in the nation, which may be causing more uninsured illegal driving, rather than driving with a smaller level of coverage.</p>
<p>This has also been very expensive for the state. In order to make premium prices drop and allow everyone to afford the great coverage, Michigan set up the Michigan Catastrophic Claims Association (MCCA), which reimburses fees that insured drivers receive after $500,000 of coverage through their insurer is surpassed. With nearly 13 thousand Michiganders on the books, the MCCA tab is simply too much for the state.</p>
<p>Possible Changes to Michigan&#8217;s Auto Coverage Mandates</p>
<p>State Republicans are the ones largely backing the proposed changes. They argue that the system is simply too expensive for the state. Eventually, they say, Michigan won&#8217;t be able to afford the bills and balance the budget � which its constitution requires it to do each year.</p>
<p>The changes would end the unlimited coverage mandates and allow people to get policies with a lower level of mandated coverage. The coverage levels being discussed are minimums of $50,000 to $200,000, government insiders believe.</p>
<p>The MCCA is also likely to stay open, but will not take on any future claims. Currently it operates with a $2.4 billion deficit, so it cannot really even afford to pay for everyone it does. To fix this, all motorists would be required to contribute a &#8220;pre-vehicle special assessment&#8221;, which amounts to a yearly fee. This year it would cost drivers $29.</p>
<p>The insurance industry and Republicans are in agreement on the changes to <a href="http://www.allstatescarinsurance.com/articles/michigan-legislature.html">auto insurance</a> mandates.
